The White House this week submitted proposed legislation to Congress that would establish a new tool to reduce what administration officials deem unnecessary or wasteful spending.rnThe proposed legislation, dubbed the "Reduce Unnecessary Spending Act of 2010," is designed to replace the line-item veto law the Supreme Court deemed unconstitutional in 1998, according to Office of Management and Budget Director Peter Orszag.rn"The line-item veto gave the knife to the president" to be able to make targeted cuts to government spending bills, Orszag told reporters during a May 24 morning teleconference briefing. With this new legislation, "we're giving the knife back to Congress," he added.
