EPA is stepping up pressure on state infrastructure financing authorities to quickly reduce unspent appropriations derived from the drinking water state revolving loan funds (DWSRF) to prevent their rescission by lawmakers, setting a new target for spending "legacy" funds while also detailing additional steps to ensure limited surpluses in the future. In an April 14 memo to regional water division directors, Peter Grevatt, director of EPA's Office of Groundwater and Drinking Water, detailed a new strategy to reduce states' unliquidated obligations (ULO) under the DWSRF and called for its "immediate implementation."
