As Senate Moves Ahead, Key House Panel Signals Interest On TSCA Reform

A key House panel is holding a hearing to review the Toxic Substances Control Act (TSCA), a sign that lawmakers in the lower chamber are interested in reforming the decades-old chemicals law as the Senate takes up the recently introduced bipartisan bill after the death of its lead sponsor, Sen. Frank Lautenberg (D-NJ). The House Energy & Commerce Committee's environment and economy panel has scheduled a June 13 hearing entitled "Title I of the Toxic Substances Control Act: Understanding its History and Reviewing its Impact," to review EPA's core regulatory authority under TSCA, the first time in the 113th Congress that House lawmakers have examined the issue. In the past, the subcommittee's Chairman, Rep. John Shimkus (R-IL), has said he is willing to consider piecemeal reforms to the law but has not been willing to consider legislation backed by Democrats and environmentalists.
