Jerry Brown (D) has set landmark new greenhouse gas (GHG) reduction goals that will require the state tocurb emissions to 40 percent below 1990 Jevels by 2030, a move that appears likely to bolster Obama administration efforts ahead of international climate talks but essentially bypasses expected debate in the legislature over the state's future targets and timetables. In a surprise move, Brown April 29 issued an executive order setting an "interim" target of 40 percent below 1990 levels by 2030 "in order to ensure California meets its target of reducing greenhouse gas emissions to 80 percent below 1990 levels by 2050," the order states.Seepage 2 for details.
