OECA Agrees To Improve Controls Over Waste Facility Inspections

EPA's enforcement office is agreeing to a recommendation by the agency's Inspector General (IG) to adopt management controls to complete required inspections of hazardous waste facilities, but only after negotiating with the IG to back off from a recommendation to identify and allocate resources for completing the inspections. EPA's Office of Enforcement and Compliance Assurance (OECA) also says it will ask the White House Office of Management & Budget (OMB) if federal waste law needs to be clarified regarding the prioritization of inspections. OECA in a March 11 IG report acknowledges that it is failing to fully meet inspection requirements, but contends resource limits are the cause and that it therefore steers its constrained resources toward the highest priorities.
