In December 2008, Standards Australia published AS 2067-2008 Substations and High Voltage installations exceeding 1kV ac. Accordingly, AS 2067 notes that section k of AS/NZS 3000:2007 is to be superseded, and AS/NZS 3000:2007 will call up AS 2067 as a mandatory standard for HV installations. The publication of AS 2067-2008 is important for electrical engineers because it brings the utility installation and the customer installation under a common standard. Previously, utility installations relied on the utility internal guidelines and codes of practice and those produced by the utility associations, eg ESAA, ENA. Customer installations were covered by AS/NZS 3000:2007 the Wiring rules. Design criteria conflicts are resolved by AS 2067-2008 as the requirements are the same. For eample, the method to be used to establish the step and touch voltage safety criteria is described in AS 2067 and uses AS/NZS 60479 as the basis. The method used is a further development on the require- ments of ENA EG-1 Substation earthing guide. There are significant advantages in having a common high-voltage standard to be used for the planning, design, inspection, testing and commissioning of an installation. This is a very important standard for HV designers, inspectors and project managers, and it is necessary to review AS 2067-2008 in conjunction with at least some of the reference documents, particularly the published papers.
