With billions worth of construc-tion already in place, officials at Boston's $14.5-billion Central Artery/Tunnel project are now struggling to tame an irritating 80-ft-wide, water-filled gap at the critical $l-billion Fort Point Channel crossing. The triangle-shaped gap, which occupies half of a future cut-and-cover tunnel now split by a giant berm, is holding up the mating of numerous jacked, cut-and-cover and immersed tube tunnels. The situation is now delaying completion of Interstate 90 by four months.
