Are Public-Private Partnerships the New Norm?

A key component of proposed transportation bills from the House and the Senate is language to support alternative financing, specifically public-private partnerships (PPP). The three proposals include the House's six-year, $230-billion proposal, the Senate's two-year, $109-billion bill and the President's six-year, $556-billion bill. The bills increase the Transportation Infrastructure Finance Innovation Act (TIFIA) program funding, while broadening credit assistance allowances to include private equity sources, opening the door for PPP. Similarly, New York Governor Andrew Cuomo put forth a $15-billion plan to repair roads, bridges, parks, flood control, and municipal water systems, funded at least in part by PPPs.
