Unemployment was down to 4.9% in June. With that, jobs are being added at about 200,000 per month, the inflation rate and interest rates are low, and consumers appear to be spending more than in the past. So, why was the cement consumption forecast revised to show less growth in 2016 and 2017? The Portland Cement Association cites deterioration in global conditions, a weak Energy Information Agency projection for oil prices, changes in the U.S. monetary policies, strengthening of the dollar, slower employment growth, a cement intensities decrease, and the slow implementation of a highway bill.
