However much Cubans may hope for change following the resignation of Fidel Castro as president, what they are initially getting is continuity. That was the overriding message from a carefully choreographed ceremony on February 24th in which Fidel's slightly younger brother, Raul, was formally designated to succeed him at the head of the Council of State. In his inaugural speech to the National Assembly Raul Castro stressed that Fidel will continue to be consulted on important decisions, especially on those relating to defence, foreign policy and the economy.
