Collision course

There are two ways for civil servants and public-sector managers to prepare for the big spending cuts facing Britain over the next five years. The difficult, earnest approach (which the Treasury is keen to encourage) is to look for savings: cutting bloated programmes, firing staff, putting off big spending projects and the like. The quicker, easier way is to argue that certain areas of spending are special cases, and should be spared the axeman's attentions.
