Energy Efficiency Improvement Act of 2015: Good or bad for district energy?

At the end of April of this year, President Obama signed the Energy Efficiency Improvement Act of 2015 into public law. Like me, you could have missed it among the daily news bites about the continuing conflict in the Middle East, world oil prices and protests in Baltimore, not to mention the recent revelations about Caitlyn Jenner. The fact is that it is a fairly small piece of legislation (10 pages) aimed at making buildings more energy-efficient. Supporters of the bill say it will reduce energy consumption and yield roughly $4.6 billion in annual energy savings by 2030 with little cost to taxpayers and no government mandates. The bill had bipartisan support based on these promises.
