In the midst of recent trends of globalization, the movements of people, goods, and services across national boundaries are stea- dily increasing. Even though the movements of people in physi- cal space have been severely limited during the COVID-19 period, movements of goods, and services still remain to be active. Simultaneously, it is essential to agree on value settings and rules that are valid beyond the framework of countries and regions to accommodate mobility. In such situations, ensuring “international validity” became an important theme. This con- cept does not simply mean compatibility or equality, but means the condition where multiple systems and/or outcomes are rec- ognized substantially equivalent, while respecting mutual differ- ences between countries that reflect historical and cultural uniqueness. It also means that their credibility can be portable in other places based on the mutual recognition of substantial equivalency.
