In the Act No. 13 of 2003 concerning Manpower, it is known term of employer and entrepreneur. The two terms have different meanings. This study discusses about the clarity of the meaning of an employer in relation to labor. Legal issues was raised in this study is the legal relationship between employers and workers. This research is legal study. Legal materials discussed to gain clarity about the legal issues raised. The approach of law, the approach of the concept, and the approach of comparison or ratio are used in this study. The legal relationship between employers and workers is not an employment relationship. Therefore the legal relationship between employers and workers are not subject to the laws and regulations in the field of labor relations.
