This study discusses the importance of minimum income benefits, especiallyBolsa Família and BPC, as guarantors of a minimum survival. Underscoresthe nature of fundamental right of these benefits and their instrumentalityrelationship for the exercise of citizenship and other basic rights.Points to the enforceability of this right, while considering the difficulty ofaccess to justice by citizens in social vulnerability condition.
