On January 9, 1958, President Dwight D. Eisenhower delivered his State of the Union Address to the American people. Written in great part as a response to the Soviet Union's October 1957 launch of Sputnik, Eisenhower's speech acknowledged what he and many Americans perceived as a realignment of the world's political and geographic boundaries. Evaluating this astounding turn of events, Eisenhower observed, "Every human activity is pressed into service as a weapon of expansion. Trade, economic development, military power, arts, sciences, education, the whole world of ideas-all are harnessed to this same chariot of expansion." Referring to the organizing efforts of the Soviets, he continued, "The Soviets are, in short, waging total cold war."
