During the last decade, the supply of childcare within MoD establishments has developed from being an informal affair, often run by well-meaning but unqualified volunteers, to become a highly regulated business taking up considerable management time. All childcare settings must be registered with Ofsted and are subject to a considerable amount of legislation, which is not MoD core business. The number of serving parents who need full childcare facilities in order to carry out their duties remains a major consideration for commanders and their staff. If families are well provided for, then issues that prevent personnel from operating at their full capacity can be kept to a minimum and - with the tempo of operations remaining high - this must form part of the analysis concerning families.
