PROBLEM TO BE SOLVED: To raise a nursery plant for a grafted nursery plant, efficiently and simply control the extent of growth of a scion and a stock and obtain the nursery plant for grafting of good quality by pretreating both a stock nursery plant and a scion nursery plant, etc., with a plant growth regulator and regulating the growth thereof. SOLUTION: Either one or both of a nursery plant to be a stock and a nursery plant to be a scion are treated with a plant growth regulator such as a compound represented by formula I [R1 is a 1-5C alkyl, H or an alkali(ne earth) metal] such as 3,5-dioxo-4-propionylcyclohexanecarboxylic acid (salt), a compound represented by formula II (R2 is H or hydroxyl group; X is a halogen; Z is H, methyl or a halogen), etc., such as 4'-chloro-2'-(α-hydroxybenzyl) isonicotinic acid anilide to regulate the growth thereof. Thereby, a nursery plant for grafting is raised.
