So, ‘is penal reform working?’ This is one the questions the Centre for Crime and Justice Studies set out to explore in the Reform Sector Strategies project. Funded by the Esmée Fairbairn Foundation, Reform Sector Strategies explores the arguments, approaches and strategies employed by the progressive penal reform sector since the late 1990s.
