Civil justice in the European context

The term 'ordinary citizens' is used to convey the understanding that the beneficiaries of the civil law measures we seek to achieve are the ordinary users of dispute resolution services, and particularly those at risk of being denied justice by the barrier of high costs in the access to justice. The Department for Constitutional Affairs seeks to maintain a focus on the interests of ordinary citizens when looking at matters on judicial co-operation in civil and family matters, particularly in relation to European Union strategies.
