All talk and no action. That's what the house builders and developers accuse local authorities of, pushing back applications for urban developments to score political points. That's what councils accuse the industry of, sitting on land to push up demand. And that's what everyone accuses the Government of, creating unrealistic targets for new homes that the system isn't built to deliver.
