ICE calls for skills and infrastructure devolution

The Institution of Civil Engineers has called for further devolution of powers for infrastructure projects but warns this will be pointless unless control over skills training is also devolved. In its State of the Nation report on devolution, the ICE said councils should be grouped as combined authorities, charged with planning regional pipelines of projects and with wider powers to raise money and organise skills training to deliver them.
