Phase 2 rules to raise fuel economy and reduce exhaust emissions will save more money than they will cost, say the fed- eral agencies that formally announced them on July 19, but some industry organizations affected aren't so sure. The proposals from the Environmental Protection Agency and the National Highway Traffic Safety Administration would follow Phase 1 rules already in effect through 2017, and govern model-year (MY) 2018 power units and 2021 trailers, all into MY 2027. Vehicles include vocational types like "cement mixers" as well as road tractors and trailers, and light trucks and vans, the proposal said. The rules would also govern engines separately, an apparent concession to Cummins Inc., which had requested such a classification because it supplies diesels and natural gas engines to truck manufacturers. Truck builders like Volvo Group, which make their own diesels, had argued that engines and vehicles should only be considered together.
