PROBLEM TO BE SOLVED: To encourage a driver to achieve improvement in driving operation relating to a driving speed of an automobile, in particular, improvement in consciousness of obeying a speed regulation and in knowledge and consciousness of fuel saving driving.;SOLUTION: A vehicle speed determination part 11c1 determines whether a vehicle speed of a vehicle 1a exceeds a predetermined value or not. A traveling distance integration part 11d integrates traveling distances within a vehicle speed range when it is determined that the vehicle speed does not exceed the predetermined value. The traveling distance integration part 11d integrates traveling distances out of the vehicle speed range when it is determined that the vehicle speed exceeds the predetermined value. A fuel saving drive scoring part 12 scores driving operation of a driver based on respective integration values integrated by the traveling distance integration part 11d. According to a score result, a fuel saving drive advice generation part 13 gives the driver a fuel saving drive advice along with the score result.
