Schutzgebiete der Alpen: Schlüsselfaktoren für die integrierte Entwicklung des ländlichen Raumes

A pan-Alpine study focussed on the functions of protected areas in the Alps in terms of biodiversity and economics. For seventeen protected area projects in the Alpine region it was possible to study their effects on biodiversity and regional development, to analyse the factors determining the success of the projects, and to draw general conclusions from the common aspects of the projects and the researched data. The study showed that protected areas and protected area projects can contribute to the maintenance of biodiversity and to regional development at the same time. At present such integrated projects tend to be the exception, but in future they will be one of the biggest challenges for the management of protected areas. The successful implementation of integrated projects presupposes the interplay of a number of factors. Also, the analysis of the factors for success once again demonstrated the special role and importance of the key personnel. The authors of the study identified the following fields action: further research in the field of biodiversity monitoring and quantification of the impacts on the regional economy; improvement of the networking among protected areas to increase the exchange of knowledge and experience; suitable training programmes to help establish and harmonise a job profile for protection area managers. Protected areas have enormous potentials for innovation in the field of integrated area management. Often, they are the focus of conflicts and problems and therefore require innovative integrated solutions even more than other areas. Against this background they are particularly suited to serve as model areas for addressing the specific problems of the Alpine region.%In einer alpenweiten Studie wurden der Beitrag der alpinen Schutzgebiete zur Sicherung der Biodiversität und ihre wirtschaftliche Bedeutung betrachtet. Für 17 Schutzgebietsprojekte im Alpenraum wurden 1. die Auswirkungen auf Biodiversität und Regionalentwicklung untersucht, 2. die jeweiligen Erfolgsfaktoren der Projekte analysiert, 3. allgemeine Erkenntnisse aus der Zusammenschau der Projekte erarbeitet. Schutzgebiete bzw. Schutzgebietsprojekte können gleichzeitig einen Beitrag zur Erhaltung der Biodiversität und zur Regionalentwicklung leisten. Solche integrierten Projekte sind derzeit noch Ausnahmen, werden aber zukünftig zu den wichtigsten Aufgaben des Schutzgebietsmanagements zählen. Bei der erfolgreichen Umsetzung integrierter Projekte kommt den Schlüsselpersonen ein besonderer Stellenwert zu. In folgenden Bereichen besteht Handlungsbedarf: 4. Forschungsbedarf im Bereich Biodiversitäts-monitoring und Quantifizierung der regionalwirtschaftlichen Bedeutung, 5. weitere Vernetzung der Schutzgebiete zwecks Wissens- und Erfahrungsaustausch, 6 .Ausbildung von Schutzgebietsbetreuern und Harmonisierung des Berufsbildes des Schutzgebietsmanager. Schutzgebiete stellen ein enormes Potenzial für Innovationen im Bereich des integrativen Gebietsmanagements dar. In Schutzgebieten treten Konflikte und Problemstellungen in konzentrierter Form auf und erfordern noch stärker als andernorts integrierte, neuartige Lösungsansätze. Das macht Schutzgebiete zu Modellregionen für die Lösung alpenspezifischer Probleme.
