The Communications Workers of America and Verizon Communications reported "substantial progress had been made" late last week, yet both sides are preparing for an elongated work stoppage. Verizon last week considered bringing in retired workers to cover some of the workload after failing to reach an agreement with the union in the second week of negotiations.
