Federal Government IS Budget and Staffing Trends

The federal government has maintained relatively steady budget allocations over the last three years. The biggest shift was an increase in the allocation for personnel. In 2001 it was 33.9 percent of the IS budget compared to 29.6 percent for the three-year period of 1999 to 2001. Figure 1 shows IS budget allocations in federal government agencies. IS spending per employee in federal government agencies held steadier than in most other sectors. At the 25th percentile, IS spending per employee was $1,950 in 2001 compared to $1,875 for the three-year period of 1999 to 2001. At the median, IS spending per employee was $5,900 in 2001, which was slightly less than the $6,358 for the three-year period of 1999 to 2001. At the 75th percentile, IS spending per employee was $18,500 in 2001, down from the $19,775 for the three-year period of 1999 to 2001. Figure 3 shows IS spending per employee in the federal government agencies.
