The second term of the neoconservative Bush Administration, the strengthening of the coercive, ideological, and surveillance apparatuses of the U.S. "national security" state, the U.S. unilateralist and neoliberal military invasions and occupations of Afghanistan and Iraq, and the United States's refusal to participate in various multilateral agreements have put the question of U.S. empire and imperialism back on the critical scholarly agenda (Ahmad, 2004; Anderson, 2002; Bacevich, 2002; Cox, 2003; Daalder, 2003; Gowan, 2002; Harvey, 2003; Guyatt, 2003; Johnson, 2004; Mooers, 2006; Panitch & Gindin, 2004, 2005). In the past, terms like U.S. empire and imperialism tended to only circulate on the political left. Today, many intellectuals, left and right, are using these terms (Cox, 2002).
