Councils rob pothole purse to fund services

COUNCILS ARE CREAMING off millions of pounds from their transport budgets to fund social care, according to an anaylsis by the Road Surfaces Treatment Association (RSTA). The recently published 'Local authority expenditure and financing 2018-19 budget: England' shows that councils were forecast to spend £4.24bn on highways and transport over 2017-18. Yet the report shows that approaching £4bn was used, an underspend of more than £240m.
