Prof. Mumme's article provides a brief overview of the importance of groundwater along the United States-Mexico border and explores binational relations in the area. The paper first surveys the present status quo and the lack of progress towards binational cooperation on groundwater since the landmark agreement by the International Boundary and Water Commission, Minute 242, in 1973. It then reviews the critical constraints and opportunities influencing binational cooperation on transboundary groundwater problems. The paper concludes by identifying some situations and approaches that demonstrate promise for generating greater binational cooperation on transboundary aquifer management in this decade.
