Planning Bill must meet sector's needs

The ESA's Planning for a green economic recovery report, published in June, sets out how national planning reforms should benefit the recycling and waste sector. The Queen's Speech paved the way for significant planning reform, and the Planning Bill, in parliament later this year, is expected to provide detail to the high-level principles and assumptions laid out in last summer's Planning White Paper consultation. The ESA is broadly supportive of the direction of travel, and the proposed reforms are, arguably, the government's final chance to ensure the planning system delivers the additional waste-management capacity to meet the targets and objectives of the resources and waste strategy. Our emphasis on recycling-led services will require investment in capacity to allow us to extract even more material and value from the UK's waste. Much more of this sorting and processing will need to be done in domestic facilities, rather than sent overseas, and we hope the planning system will help facilitate this.
