The Home Office White Paper Respect and responsibility ― taking a stand against anti-social behaviour, released in March makes fascinating reading (or as fascinating as a White Paper can be) for those with an interest in waste-related issues and their impact on the local environment. Its objectives are laudable in that it identifies anti-social behaviour as unacceptable and creates an environment in which more serious crime takes hold. It encourages, as the title suggests, a society where people have respect for each other, for property and for public spaces. Unfortunately too many of us are prepared to accept the unacceptable consequences of anti-social behaviour.
