GOING DUTCH

The Transfrontier Shipment of Waste Regulation (259/93) has a dual purpose. On the one hand, it regulates movements of waste within and out of the EU to reduce negative effects on the environment. On the other, it aims to promote genuine recovery operations across the EU. One way that it does this is by standardising the criteria by which movements of waste for recovery are permitted between member states. Not for the first time the Dutch government has been taken to court by the European Commission for implementation of national laws that, in the Commission's view, could excessively restrict movements of waste destined for recovery.
