We Simplydon't Agree

Matt Stealing's article (CIWM，May 2007) on the measurement of surface flux from landfills (as per LFTGN07) prompts a few comments. Firstly,the research underpinning the Agency's protocol clearly showed that well-designed,constructed and maintained capping systems should have no difficulty in achieving the prescribed target values (the research was carried out under my management when I was with Atkins,where we also prepared the draft guidance document).This is simply because the selected standard was based on empirical data from "good sites".
