CHP Death Knell?

The last major public consultation on the Government's Electricity Market Reform proposals closed on Christmas Eve, marking the beginning of the end of a process that began in December 2010. The Energy Act has been passed, and the Government is now in a race against time to put in place secondary legislation to implement the mechanics of the Capacity Market and Contracts for Difference (CfDs) in time to meet their self-imposed deadlines later this year. Contracts for Difference have been presented as providing robust support for renewable and low carbon generation, including energy from waste with combined heat and power (CHP). However, tucked away in the last consultation document was a measure which has the potential to significantly undermine the support for CHP generation, including energy from waste, to the extent that it threatens to hinder investment in new energy from waste infrastructure in the UK.
