So 1 January 2015 has come and gone and no local authority or collector of commercial waste is facing an enforcement notice for failure to collect metals, plastics, paper and glass separately. The non-statutory guidance issued by the Environment Agency (EA) shows that it has a process in mind and it isn't currently seeing anyone being prosecuted.
