DESARROLLO DE LA RED FERROVIARIA ESPANOLA: PENSAR EN EL FERROCARRIL, PENSAR EN RED

El desarrollo del ferrocarril es un gran reto. En España y en Europa el apoyo a este modo de transporte es notorio desde todas las administraciones públicas, pero la inversión necesaria -debido en buena parte a la práctica ausencia de inversiones en la segunda mitad de siglo XX - y la inercia del mercado hacen extremadamente difícil el aumento de la cuota de mercado de los servicios ferroviarios. Para conseguir este objetivo es fundamental la existencia de una red ferroviaria integrada y con un alto nivel de prestaciones. La rigidez de la infraestructura ferroviaria, con relación a otros modos de transporte, hace imprescindible una planificación a largo plazo para su desarrollo. Cerca del noventa por ciento de la red ferroviaria española data de la segunda mitad del siglo XIX, con unos parámetros de trazado que se ajustan al desarrollo tecnológico y las exigencias de la época. La potencialidad del ferrocarril hace necesario conseguir en el siglo XXI una red ferroviaria potente, que permita el desarrollo conjunto del transporte de mercancías y de viajeros desde una óptica intermodal de racionalización de inversiones.%The development of the railroad is a great challenge. In Spain and in Europe the support to this way of transport from all the public administrations is well-known, but the necessary investment - owed in good part to the practice absence of investments in the second half of 20th century - and the inertia of the market make extremely difficult the increase of the market share of the railway services. To obtain this aim is fundamental the existence of a railway integrated network and with a high level of characteristics. The inflexibility of the railway infrastructure, with relation to other manners of transport, makes a long-term planning indispensable for the development. Near ninety per cent of the railway Spanish network dates back to the second half of the 19th century, with parameters of tracing that adjust to the technological development and the requirements of the epoch. The potential of the railroad does necessary to obtain in the 21st century a powerful railway network, which allows the joint development of the transport of goods and of travellers from an intermodal optics of rationalization of investments.
