Replacing urban infrastructure still in use is rarely easy. This bridge project in densely developed northern New Jersey offers a lesson in dealing with multiple—and often unexpected—design and construction challenges. Since 1932 the Route 21 Viaduct has served as the main highway link into Newark. Today the crossing carries more than 85,000 vehicles per day through the densely developed urban area between downtown and Newark International Airport. In recent years, however, the viaduct presented motorists with a rather unfavorable impression of New Jersey's largest city.
