Legislation recently passed by the House Committee on Energy and Commerce would reauthorize the Safe Drinking Water Act (SDWA) for the first time since it was enacted, in 1996. The legislation would boost by nearly 30 percent authorized funding levels for the Drinking Water State Revolving Fund (DWSRF), the program that provides capitalization grants to states that, in turn, use the money to offer low-interest loans to drinking water systems. However, changes made to the legislation before its passage by the committee sharply reduced the total funding authorized by the bill.
