While stumping for the presidency in 1992, Texas millionaire Ross Perot warned of "the great sucking sound" of jobs moving to Mexico if the North American Free Trade Agreement was passed. But the outflow of U.S. manufacturing jobs had begun more than a decade earlier, spurred in part by a strong dollar. A succession of trade agreements, the rise of China and India, and adoption of the Internet then sped the process along.
