When arguments rage over the merits of pre-1986 road service licensing and public sector ownership of the bus industry against the deregulation and privatisation of the past 24 years, it is easy-and lazy-to see only perfection or disaster in either regime. In reality, regulation and local authority or state ownership worked well in some places but not all, just as deregulation and private enterprise operate successfully in some but not all places today. Successful bus operation depends on professionals being determined to make things work properly.
