A new funding agreement for free concessionary travel has halted High Court legal proceedings against the Welsh Government. Stagecoach and other operators had started proceedings on the grounds that the new three-year scheme, due to take effect in July, broke the statutory requirement for operators to be left no better or worse off than if the scheme did not exist. The new budget was 11% lower than over the past three years and was not linked to inflation. Instead, the Cardiff government had programmed a £2million reduction in each of the second and third years.
