The past four-plus years have been frustrating for Western nuclear sleuths who have tried to get the whole story of Iraq's nuclear weapons program. The Iraqis have cooperated at times, especially when backed into a corner. But in general, they have stalled, obfuscated, covered up, and even lied about the extent of the program. The latest revelations about the program quickly followed the defection in early August of Gen. Hussein Kamel, a son-in-law of Saddam Hussein.
