Four years after the United States signed it, the Chemical Weapons Convention (CWC) will soon enter into force. The treaty represents a global commitment to eliminate an entire category of weapons of mass destruction and verify their continued absence. Missing in inaction, however, is the United States- the the sole remaining superpower and a champion of nonpro-liferation accords. Despite persistent U.S. leadership in negotiating the CWC, and despite ratification by almost all major U.S. allies, the United States has not ratified it.
