The government of Mozambique has announced that it wants public-private partnerships (PPPs) to develop and manage the country's rail and port coal facilities, rather than purely the private sector, as many analysts had expected. Caminhos de Fer-ro e Portos de Mocambique (CFM) already holds stakes in most transport projects in the country but the lion's share of investment in new projects is being provided by the private sector, so CFM could have been sidelined. However, the Minister for Transport and Communications, Gabriel Muthisse, has insisted that the parastatal will remain a key player for many years to come. Private sector led concessions have had a mixed record in Mozambique over the past decade.
