Opening the plenary session, Committee Chairman Neil Ferrer noted that MSC 1, held 50 years ago, included just five agenda items - including adoption of the agenda, any other business and the report of the committee - and was concluded in one hour, without the presence of the Chairman. Delegates and observers to MSC 86 had a rather more onerous workload, considering 26 items over a week and a half.
