Former regulators do not often run airlines in most countries. But they do in China, where the central government sees the managers of its companies as officials. It shifts them from agencies to the state companies they regulate or between the companies.The former president of China Eastern Airlines, Ma Xulun, has become president of China Southern Airlines. He will also be deputy secretary of the company's Communist Party committee, a parallel management organization; Ma has had that role at China Eastern, too. Earlier in his career he served in management positions at Air China and the Civil Aviation Administration of China (CAAC).He will rank behind Wang Changshun, who remains the airline's chairman and secretary of its party committee; Wang was formerly a deputy chief of the CAAC. The State-Owned Assets Supervision and Administration Commission, the organization that holds the government's majority shares in the airlines, announced Ma's appointment.
