When is a plan not a plan? A new vision for the nation's capital

The exposure draft National Capital Plan seeks primarily to refit existing policy into a more modern framework and the consequential problems that a refit creates are all too evident. What is actually needed is plan content that will help to guide the national capital into the future and to provide guidance beyond the periphery of the National Triangle. Instead the exposure draft Plan focuses on the central capital area while attempting to remain a strategic metropolitan plan.
