Operationalizing Fm 3-07 Stability Operations In U.s.africa Command

In the course of contributing to the development of the new Army field manual, FM 3-07 Stability Operations, I was convinced that I was reading a copy of the strategy for U.S. Africa Command. While it was written with "Phase Four" Iraq and Afghanistan in mind, everything in the manual-from its description of the Army's strategic approach in the first chapter through the functions and interface with Joint, interagency, intergovernmental and multinational organizations in the appendices-has much broader applicability, especially in the "Phase Zero" environment in which geographic combatant commands (GCCs) such as U.S. Africa Command continuouslyrnoperate.
