Although about half of NATO nations still employ con-scription, the trend is toward professional armed forces. While acknowledging that all-volunteer forces are more expensive on a troop-by-troop basis, proponents of professional armies argue that they are better suited to modern expeditionary operations. That was the subject of a May 14-15 conference in Brussels on "Building Military Capability: The Transformation of Personnel Policies," sponsored by the U.S. Defense Department and the U.S. Mission to NATO.
